Albania is relying mainly on electric heating, which constitutes 62% of total heat consumption. Biomass participates with 20% in the heat production mix, while oil and petroleum products contribute each with 8%. Albania does not have a district heating system that can support the deployment of renewables in the heating and cooling sector. Albania’s National Action Plan for Renewable Energy Resources 2015-2020 envisaged the target of a 38% share of renewable sources in the heating and cooling sector to be met in 2020. Nevertheless, the share of energy from renewable sources in heating and cooling was only 24.91% in 2019, and is based mostly on the use of biomass for heating in rural areas.
